Founded in 1940. It has about 500 thousand works, including rare and old collections of local papers and magazines and relevant investigation works.

The library has a computerized catalogue on the 2nd floor, where one can search for books, magazines, CDs, etc. On the same floor, one can also find the reading room with free internet service (30 minutes daily).
